Important Update on Medicaid Unwinding

A Medicaid unwinding refers to the process of reducing or ending Medicaid expansion, the joint federal and state program that provides healthcare coverage to low-income individuals and families.


When a state rolls back those expansions, it results in fewer people being eligible for the program. This can occur for a variety of reasons- budget constraints, political leadership, etc.

COVID-19 Public Health Emergency (PHE)

To keep people in coverage during the COVID-19 Public Health Emergency (PHE), under what is known as the “continuous enrollment condition,” states paused terminations for Medicaid coverage as of March 2020. When the PHE ends, the States would then be required to resume regular eligibility operations, including renewals and coverage terminations.


When does the Medicaid unwinding start?

Starting March 31, 2023, States will be able to terminate Medicaid enrollment for individuals no longer eligible for Medicaid. States will then have up to 14 months to complete a renewal for all individuals and families in their programs. Redeterminations can begin February 1 with the first terminations effective on April 1, 2023.

The Centers for Medicare & Medicaid Services announced a Marketplace Special Enrollment Period (SEP) for qualified individuals and their families who are losing Medicaid coverage due to the “Unwinding.”


CMS will allow Marketplace-eligible consumers who submit a new application or update an existing application between March 31, 2023, and July 31, 2024, and attest that they have lost Medicaid or the Children’s Health Insurance Program (CHIP) coverage between these dates, are eligible for the Unwinding SEP.
